Is LVR based on purchase price or valuation?

If the purchase price is different to the bank valuation the lender will use the lower of the two to determine the LVR. This can occur with off-the-plan purchases, if the value has increased or decreased after the contract was signed or if you are buying a property from a family member at a discounted price.
